Top management needs to encourage transparency and collaboration and support bottom-up initiatives, but it cannot command them.

Im November findet die nächste eGovernment EU-Ministerkonferenz statt. Hier werden die Schwerpunkte im Bereich eGovernment für die nächsten drei Jahre festgelegt. David Osimo und Paul Johnston wollen mit einigen anderen Akteuren darauf hinwirken, dass bei den Beschlüssen die Government 2.0-Aspekte Transparenz, Partizipation und Kollaboration berücksichtigt werden. Dafür entwickeln sie ein offenes Manifest und suchen noch weitere Ideen, Vorschläge und Mitstreiter:

Help craft a collective, open, bottom-up manifesto that will push governments to embrace the web culture of openness and collaboration in designing future public services. By working together and tapping the collective wisdom of a large group, our manifesto will carry a lot of weight. We will present the top-rated, collaboratively written version at the ministerial in Malmö and then encourage ministers to act in accordance with it.
